On Wednesday, April 25, 2018, and Thursday, April 26, 2018, from 9 a.m. to 12 p.m., the Contractors State License Board (CSLB) will hold a Public Participation Hearing. The hearing will take place in the John C. Hall Hearing Room at CSLB Headquarters, 9821 Business Park Drive, Sacramento, CA 95827 (MAP).

About the Public Participation Hearing

The purpose of this hearing is to help CSLB staff gather information on energy storage systems (ESS) that will be used to review the appropriate classification(s) to install an ESS in a standalone contract or when included in the installation of a solar photovoltaic system.

No decisions will be made at the hearing, and no dialogue between CSLB staff and participants will take place. The hearing is simply an opportunity to present your comments directly to CSLB.

You can also provide comments in writing. The deadline for written comments is Friday, May 18, 2018. Please send your written comments to Heather.Young@cslb.ca.gov.

If you previously provided written comments to CSLB on this topic you do not need to re-send it.

What to Expect at the Public Participation Hearing

If you’re interested in speaking at the hearing, please arrive at least 15 minutes early to sign-in. At the start of the hearing, a moderator will provide an overview of the process CSLB will use to address the energy storage system issue. The moderator will then call speakers to a podium in the order they signed-in. Speakers will be allowed to address the hearing once, with comments limited to five minutes. Elected officials and representatives from other government agencies will be allowed to speak first.

The hearing will be recorded, and an official record created.

What Happens After the Public Participation Hearing

CSLB staff will combine the hearing transcript and written comments with other research and background materials and write a report, which will be shared with Board members and be made publicly available.

At a future public meeting, the Board will use the report to help address the question of whether there are any health, safety, consumer protection, or other concerns that warrant an update to the current CSLB determination regarding contractor license classifications authorized to install energy storage systems.
